Phase IV - Implementation of the Selected Remedial Action Alternative (310 CMR 40.0870)
Phase IV activities include the following:
- preparation of a Remedy Implementation Plan (RIP);
- documentation of the construction of the Comprehensive Remedial Action; and
- implementation and final inspection of the Comprehensive Remedial Action.
Upon completion of Phase IV activities the following outcomes are possible:
- the requirements of a Class A or C Response Action Outcome have been met, and no additional operation, maintenance and/or monitoring of the remedial action is necessary to ensure the integrity of the RAO and a Class A or C Response Action Outcome Statement is submitted to the Department;
- a Response Action Outcome has not yet been achieved, and operation, maintenance and/or monitoring of the Comprehensive Remedial Action under Phase V is necessary to achieve a Response Action Outcome; or
- the requirements of a Class C Response Action Outcome have been met, and Post-RAO operation, maintenance and/or monitoring of the remedial action under Phase V is necessary to ensure that the conditions upon which the Class C RAO is based are maintained and/or that further progress toward a Permanent Solution is made.
